- ROWAN COUNTY, KENTUCKY CLERK KIM DAVIS is in the headlines and in jail after refusing a district court order to issue civil marriage licenses to lesbian and gay couples. A professed born again Christian, Davis claims that God’s authority supersedes the U.S. Supreme Court’s June marriage equality ruling. She says that defying that ruling was a choice between "heaven and hell".
