Obama dumps defense of DOMA;
Montenegro activists organize for the first time, hundreds turn out  
for Chiang Mai peace walk, and more global LGBT news

- In "NewsWrap": The Obama Administration will stop defending the  
Defense of Marriage Act because a series of pending court cases  
forced them to admit that DOMA's heterosexuals only definition of  
marriage is unconstitutional; despite the groundbreaking decision  
regarding DOMA, the Justice Department tries to skirt the issue of  
"Don't Ask, Don't Tell's" constitutionality, arguing that the repeal  
process is constitutional; the attorneys fighting Prop. 8's ban on  
marriage equality in California ask the court to lift the hold on  
same-gender weddings while the case drags on, while Imperial County's  
newly-elected Clerk-Recorder tries to get into the pro-Prop. 9 act;  
Maryland's state Senate approves the Civil Marriage Protection Act,  
and the House may soon follow suit; Hawai'i Governor Neil Abercrombie  
enthusiastically signs his state's civil unions bill; Montenegro, the  
last European country to be without an LGBT rights group, announces  
the birth of the NGO LGBT Forum Progress; hundreds of Thai and  
Burmese people take part in a peace walk for LGBT rights in Chiang  
Mai, Thailand; Budapest Pride in on again, bringing with it a boost  
for all Hungarians' freedom of assembly; Phelps falls to Anonymous  
attack (written by LUCIA CHAPPELLE and reported this week by ROBERT  
LEBLANC and TANYA KANE-PARRY).

- With a legal showdown looming ahead, the Obama Administration's  
momentous decision to change course in its handling of marriage  
equality litigation may herald the demise of more than the so-called  
Defense of Marriage Act. JON DAVIDSON of LAMBDA LEGAL explains the  
implications of the "higher scrutiny" standard the Department of  
Justice will now apply; MARY BONAUTO of GAY AND LESBIAN ADVOCATES AND  
DEFENDERS recounts the real-life stories of some of the plaintiffs  
whose stand against discrimination helped turn the tide; WHITE HOUSE
