Hi Paul,
    I assume you are asking in general. When I contacted LOGO for this information I was told, " There is a link on the LOGO website regarding submissions. Basically you submit, if we like it we will contact you." This was confirmed by a few artists. There may be other ways. 
     However Right Out TV is the community video feature/promotion resource which StoneWall Society, Rainbow World Radio, and OutVoice support.
