As I stated before i think the industry standard is now that you MUST pay  
the fee to harry Fox up front before the manufacturing process. The  
manufacturers will not do the run if you dont have that documentation. Then you  are done 
with fees unless you decide to do another run of CDs later. You pay for  each 
CD manufactured regardless of whether you sell it or give it as  promo.
 
There may be a minimum, of this Im not sure, but perhaps if you create less  
than 300 you dont have the fee. Really eveything can be found at Harry Fox  
Agency website or your manufacturer.
